RTG conducted alternative studies and prepared preliminary schematics for reconstruction above hurricane tidal action and capacity improvements for 4.7 miles of urban freeway, rural divided highway, and urban divided roadway. The project included a traffic analysis of construction phasing to ensure island evacuation times remain adequate during construction. RTG was responsible for the development of one alternative, which was later determined to be the technically preferred alternative. 

RTG then led the PS&E for 1.2 miles of rural divided highway to reconstruct the facility above hurricane tidal action and provide for capacity and safety improvements. RTG performed all design tasks and PS&E assembly.
