PS&E for the upgrade of two miles of two-lane rural roadway to an urban four-lane divided and five-lane section. Three plan sets were developed to allow the project to be let as separate construction projects. Project included preparation of bid package and evaluation of contractor bids. RTG performed all design tasks and PS&E assembly other than traffic signals.
